BSLM Vice Chair & Trustee, Frances Elliot returned to NHS Fife as Medical Director in November 2014 having served as Deputy Chief Medical Officer in Scottish Government Health & Social Care Directorates for nearly 2 years. Dr Elliot trained in general practice and was a partner in Methilhaven Practice, Fife from 1987-1998. She moved into medical management as Medical Director of Fife Healthcare NHS Trust in 1998 and became Interim Chief Executive of the Primary Care Trust from 2002-2004. Dr Elliot then moved on to be the NHS Fife Board’s Medical Director from 2004 to 2009 before leaving to become Chief Executive of NHS Quality Improvement Scotland, which later became Healthcare Improvement Scotland. Dr Elliot’s last executive lead responsibilities were for patient safety, clinical governance, primary care and information governance. Dr Elliot was also the Board’s Caldicott Guardian.
Dr Elliot retired from this role in April 2019 but went back to NHS Fife to cover the Director of Research & Development role for 6 months and then Assistant Director of Research & Development between July 2019-August 2020.
Following retirement Dr Elliot served as a member of the Independent Review Panel for the NHS Highland Healing Process, a role that spanned 2 years and heard over 270 staff members who had experienced bullying and harassment in the workplace. The panel was able to offer a number of options to assist these staff members to move on from their experience.
